A board of directors made up of carefully selected community volunteers oversees New York State Crime Stoppers. Once a month, more frequently when necessary, the board meets, reviews all cases and makes a determination about the amount to be rewarded               for each tip leading to an arrest.

Wanted for The Shooting of a New York State Trooper in the Town of Veteran, N.Y. (Chemung County) that occurred on Saturday, June 10, 2006.

The suspect is a Native-American, 6’, 240 lbs, 43 years of age and may be wearing glasses. The suspect escaped from the Erie County jail in April of 2006 and is believed to be in possession of numerous weapons.

The suspect is considered armed and dangerous. Persons with information regarding the whereabouts of Philips are urged to call the hotline number listed below as soon as possible. (DO NOT approach or attempt to apprehend the suspect.)
